The Bartenders Ball: More Like Monsters Ball

Saratoga Springs has long been known to be a city that had MANY good looking women. Judging by the photos I saw of Saturdays Bartenders Ball, that has changed. One picture of four good looking women was the exception. Other than that it was the ugliest group of fucking people I have seen in a long time. Where are all the good looking women in this town, have they moved away? Mother of God! My eyes are sore.

I have and will continue to educate the sheeple from the unscrupulous behavior of those in our beloved community. I have in a sense become the unofficial reporter of City Hall and all things pertaining to MY HOME TOWN of Saratoga Springs.

Every year Metroland has a BEST OF addition in which readers fill out what the best restaurants, clubs, blogs etc. I trust that this year people will vote for who is truely best and not what is 'SAFE' or 'FUN' but what is BEST. I appreciate all the e-mails and accolades that I get from both fans and critics alike. I trust that my 'constituents' or readers will do the right thing and vote for CITIZEN NANCY for best blog. Tonights City Council Meeting

Citizen Nancy has been up since 5am so I will just write a few things now up will give you a more detailed article tomorrow of what went on the the council meeting this evening.

Eric Weller who is on the Housing Authority Board was skyped in for the meeting. Weller was appointed to the Board by Mayor Klotz in 2000. Weller confirmed to John Franck and the rest of the city council that the PR firm Gramercy had been paid $175 an hour but the Housing Authority terminated the agreement when the results of last weeks bed bug workshop were unsatifactory.

The latest revelation about the bed bug saga according to John Franck is that he has gotten numerous phone calls about some Stonequist tenants being without a lease for two years. Other tenants were able to renew leases. Its seems that Spychalski is 'not giving leases to certain tenants as a mechanism to to control them,' said Franck.

Weller seemed okay with Finance Commissioner Michele Madigan's recommendation for a forensic audit. "Bring on the forensic audit," said Weller.

Mike King the Tax Collector appeared before the council with news of a total of 31 Saratoga Springs properties that will be foreclosed on and most likely will end up being auctioned off. Most are parcels but five properties are owner occupied. Below is a partial list with Tax Map Number for those interested in purchasing the property:

Regarding the Saratoga Springs Library:

"When they built the seperate assessment for the library that was to pay the bond down. The bond was paid off a couple of years ago at which that tax was supposed to disappear. The school district decided that they wanted to keep the tax there. There was a lot of uproar about it two or three years ago. We put it up for a vote and the vote went through to keep the fee," said Franck.

"Twenty years from now there isn't going to be any [new] libraries. Probably ten years from now. There is no reason to open up libraries anymore. Everybody gets books on ipads and stuff. There aren't going to be books in school. Some states are already trying to change the law to basically force school districts, they're doing this in Florida to use ipads or tablet devices because they're going to save so much money."

"I like going the the library, its a beautiful place but they're going to be a thing of the past because they are so expensive. I mean that library [Saratoga Springs Public Library] cost more to build the basement than it did the rest of the building because the water table was only two feet deep. So the cement to encase the basement cost more than the other two floors above it," said Franck.

Regarding the election at the Library: (Usually happens in the Springtime)

The reason that there is a separate election for the school budget 'is because the school budget is on a fiscal year of July 1st-June 30th and the city is on a calender year,'

"We also have a special assessment district. If you have a building within a certain range of Broadway you have to pay an addtional tax. So for this building [511 Broadway] I pay an additional tax. The additional tax is used for improvements on Broadway. The [property owners] on Broadway, their taxes are going to go up because of this parking lot [Woodlawn] because the special assessment district is kicking in some money from that," said Franck.

I asked John about the Public Comment period and its restrictive two minute rule. Each municipality is run differently. Malta and Milton have no such restrictions and I have always wondered why the Citizens of Saratoga Springs have been kept to such a stringent and rather unforgiving time frame:

John Franck: "When Val Keehn was Mayor, she had two public comment periods; she did keep it to two minutes which is more of a guideline than a rule. Mayor Johnson did away with the other public comment period. What you can do is workshops [Like the one Franck hosted and fascilitated last week regarding the Housing Authority and bed bug fiasco] and in workshops you are not stuck under a certain public law that you are under City Council meetings. You have to do the business of the people. If we let everybody go for 45 minutes then you're not going to get anything done.

Another issue for Saratoga Springs is the lack of neighborhood associations. Currently there is only one in Saratoga, there used to be many neighborhood associations. Accounts Commissioner Franck suggests that neighborhoods along with City Council members hold public meetings. He suggests having these informal meetings after Labor Day. The residents who live on the North Side of town could perhaps meet at Skidmore, South Side residents could meet at the South Side Recreation Center, and those who live in Geyser Crest could meet at the Saratoga Eagle Beverage Center, East Side could utilize Caroline Street School etc.

Franck feels that so many community residents are hesitant to attend City Council meetings because 'its daunting,' Franck candidly admits that until he was elected to public office he had never attended a city council meeting. "People are afraid to come, its not a Democrat or Republican thing. They think, 'I don't want to go in and start trouble and then all of a sudden my assesment goes up,' said Franck.

Citzen Nancy: Speaking of Assessments, they have not gone up:

John Franck: We have not reassessed the city [of Saratoga Springs] since 2005. One, its too costly, if you're going to reassess the city you gotta do it right. And you have to reassess it every year and the cost of doing it properly is a half million dollars. And then whenever you do a reassessment you can add another half million- a million dollars in legal fees in defending the assessments. My point was when I came into office they reassessed in the hottest real estate market of all time. I found it to be unconscionable that people were going to think that our house values were going to go up every year by twenty percent. When I came into office we were at seventy-eight percent of full market value meaning that the first year I was in office the building prices went up twenty-two percent. Since I've been in office [properties] have gone down in value. We are probably going to be at eighty-four percent of full value. Full value meaning the number in 2005. So, were getting closer to were we were in 2005 and through trending analysis and information we get from the county and us going through properties the values of houses have been going down since 2006. If I go through and reassess peoples homes right now the average reassessment would go up about sixteen percent. It makes no sense.

Plus, originally New York State was giving us $5 per parcel but they took that away. We have thirty five taxing municipalities in Saratoga County, only two are at a hundred percent. Wilton and Malta. Everybody else backed out of it because it was too costly. Milton was in it but after one year they got out of it. Greenfield got in it and then out of it. It was too expensive. The problem like all problems with government; its simple to fix, you take the Assessors out of the local municipalities and have it run by the county. Then the county assesses all properties at one hundred percent annually.Everybody is paying all these assessors, when it should be run through the state as a conduit for the county. Thats just about how every other state runs it but not New York. And the reason it doesn't is because its a colonial state and for many years the Assessor was the most powerful person in the city.

The Staircase To Nowhere: Mayor Johnson's Legacy

I finally made an appearance this evening at the South Side Recreation Center aka the Mayor's 'baby'. What a dismal disappointment. I went there to play raquetball. It was $10 and the court had to be reserved.

Unbelievably there is only one raquetball court. I'm not making this up. So much for a 'free' place for people to go to. And....... you have to awkwardly walk through the entire gym (there were 3 different basketball games going on at the time) just to get to a tiny dead space of an area where the raquetball court is. No forethought or vision. Oh, wait, why does this sound familiar? Because this was Mayor Johnson's idea.

Also, I had heard from one of Citizen Nancy's foot soldiers that there was a 'staircase to nowhere.' I had to see it to believe it but its absolutely true. It is just inside the main entrance. I went up the stairs thinking that surely there must be a community room where people could congregate and chat but sadly there isn't. Indeed it was a staircase to nowhere. The Mayors speech yesterday should have been called the staircase to nowhere since thats basically been the premise of his entire administration.

I can't say I would recommend the South Side Rec. I don't want to pay $10 just to play raquetball when I can just go to the East Side Rec. and play for FREE.

As time goes on and we look back on Mayor Johnson's legacy it will be seen as it really is; "The Staircase To Nowhere days."

If you don't like answering questions or think that the press or the public isn't gonna call you out when you fuck up YOU ARE WRONG so DO NOT run for office.
If you do not have a plan about the city of Saratoga Springs, DO NOT run for office.
If you are used to going on vacation every year DO NOT run for office. As far as I am concerned while you are in office you don't get a vacation. You can go on vacation when your term is over.

State of the City Address: More Like State of Denial

The Mayor's State of the city address should have been called the state of denial address.I won't even get into his lack of oratory skills. To sum up the banal 'our city is faring better than most' really shows that our Mayor lacks any forethought or vision for this city. It's very clear now that his only objective was to be the Mayor, 'to be the one in charge.' The only problem with that is he didn't have a plan as to what to do once he got there and this is his third term.

Scott Johnson at one point during his yawn inspiring speech was taking credit for our wonderful FARMER MARKET as if he had something to do with that. Can you visualize our Mayor getting up before dawn, picking vegetables and then going to market to sell them? No. That would require a plan; which he clearly has none.

I am more than tired of those who continue to reference his hard scrabble background. Yeah, so. A lot of people grew up poor and made something of themselves. It's America, you're supposed to!

At another point during his speech he mentioned that many top executives and CEO's coming to Saratoga Springs. Great! Has he met with them personally? I think any Mayor regardless of party affliation should be personally showing them around town, treating them to dinner at some of our better establishments around town and introducing them to business owners and promoting our city as family friendly so that might want to live here! Has he done that? To my knowledge he hasn't. Why the hell not, after all wouldn't you do that if you were Mayor? I know I would. He merely mentioned the wasteland that is South Broadway. He also spoke of the new McDonalds expansion and Saratoga's insipid lip-dub as being positive contributions in our community. WE ARE A LOT MORE SOPHISTICATED THAN THIS PEOPLE!!!

Scott Johnson is guilty of having too much money and not enough sense. I can't even be upset with him anymore. Now I just feel sorry for him.

We need real leadership my fellow Saratogians. Let's get it together. Hopefully John Franck will strongly consider running for Mayor. Franck will be talking about an actual plan for South Broadway at Tuesday evenings City Council meeting. I can't wait. I encourage all my fellow Saratogians to attend.

Traffic Light Please!

The intersection of Circular Street/Park and Whitney Place has been begging for a traffic light for years.
It used to be that the only time that this section of town was difficult to navigate was in August but now it's a issue of contention all the time. The STOP signs do little as most motorist merely pause before slamming their foot on the gas. For pedestrians its even more problematic due to the lack of etiquette from motorists who simply don't give a shit about yielding to pedestrians. (Which is the law by the way)

I implore whoever is in charge to implement a traffic light. We don't need a study so don't waste my time or money telling me about needing a TRAFFIC STUDY. We need to get it together before the summer begins; lets not start projects like the maddening fiasco known as Exit 14. (they started last year days before racing season started and are just finishing up now)

Saratoga Springs Housing Authority Ed Spychalski screwed Stonequist tenants out of an heating upgrade by denying energy auditers who showed up from NYC about six months ago. They were there to install a new million dollar heating system to the entire building. Spychalski refused to let them in the building. They were sent packing back to NYC.

Will be looking into the sub-contracting work he had done on the corner of Clinton and Wells Street here in Saratoga Springs. Where did that money go?

Renaissance: Saratoga's Only Salvation

It would be most unwise to ignore the dramatic downfall of our beloved city of Saratoga Springs. The vacant store storefronts on Broadway, the empty wasteland of space that is South Broadway. Let the demise of our city be a moral lesson to those who continually ignore and deny the problems that Saratoga Springs is faced with.

Our city leaders have failed to create jobs other than Global Foundries. They have not created incentives to attract business to downtown Saratoga Springs. City leaders have been reliant on tourists to generate revenue to keep Saratoga Springs afloat. I have been ringing the alarm for years.

I have said it before, I will say it again, this town is often run as if its the 19th Century. We need to keep up with the times while preserving our tradition of Health, Horses and History.

I believe a new police station on South Broadway is a damn good idea. With a new police station, that part of Broadway would look a lot less seedy and may attract new and unique businesses. Also, we ought to think about moving the 'arts district' from Beekman since the only people who go there are locals. Besides Caroline Street, tourists rarely venture off of the main drag of Broadway.

There are too many vacant businesses (like Broadway Joes on Congress St. and the Ellsworth Ice Cream place on Division Street.) Not to mention Borders. The rents on Broadway are too high which is why there is frequent turnover. The rent for Broadway Joe's was 18K a month and that was 10 years ago. Supposedly there are plans for a mixed use space there, (businesses combined with apartments)

Saratoga Springs needs a 'salon' of sorts to have non-partisan discussions about how our city should be run. The citizens need to be discussing strategic planning not just those on the planning and zoning boards. The city council meetings are unable to provide such citizen commentary. John Franck's recent workshop is absolutely a step in the right direction and we need to encourage more such meetings.

The partisan politcs have gone on too long, and it doesn't help our cause. We need to think collectively as Saratogians and not define ourselves solely on the poltical party we align ourselves to.

We need to support Accounts Commissioner John Franck, Saratoga's favorite native son. I commend John Franck for his top-notch leadership skills and we should support him if he decides to run for Mayor. He is respected by both Democrats and Republicans. He is a decent person and unlike a lot of elected officials; he is accessible and returns phone calls to constituents because he cares about our community.This town is deprived of a true vision and John Franck could be the catylst for change. We need massive overhaul if we are to survive this ongoing recession. We need Renaissance and we need it now.

South Broadway in Saratoga Springs: ONE HOT MESS!!

Our city leaders need to find ways of improving our fair city soon because it looks as if our beloved community is going bust. With the recent and very sudden closing of Saratoga Diner on South Broadway that stretch of the city is looking like a eye sore of epic proportions. I want to know what city leaders intend on doing to make it attractive to would be business owners. Joe Balsamo owns the now closed Restaurant Paradiso in addition to his owning the vacant C&B Garage on Putnam Street (across from the library) Both properties are for sale (see for sale sign above) More on this story soon.

The Housing Authority Debacle: UPDATED

If there is one thing that I've learned being a working class person; its that poverty is big business here in America. One of the more consistent things about this country is that the money never quite gets to the people it should go to. A perfect example is the Saratoga Springs Housing Authority.

In tonights workshop/meeting at City Hall, Accounts Commissioner John Franck dropped a bombshell when he went over the finances of the S.S.H.A and discovered that they are sitting on what he described as 'boat load of cash.' The 'unrestricted cash' is $2.8 million to be exact. That was according to an audit dated June 30th, 2011. How did the H.A. get this much cash? Did they aquire the money in part by almost never giving security deposits back to tenants?

John Franck who was speaking to Dennis Brunnell who was skyped in, stated that it made 'zero sense' that the Housing Authority was sitting on that much cash while refusing to hire an outside firm to rid Stonequist of the bed bug problem.

When Brunelle was asked why it took six months to start treatment of the bed bug problem, he claimed he first got wind of the bed bug problem when it was brought to his attention that there was a discarded bug infested mattress in the dumpster on Septmeber 11th, 2011.

Brunelle was questioned about the Board allegedly going into exectutive session a couple of weeks ago and voting on hiring a PR firm. Brunelle claims that the Board did not vote for that but Executive Directior Ed Spychalski himself did. John Franck and Finance Commissioner Madigan questioned how the PR firm was being paid for. Dennis Brunnelle claimed it was paid for by 'non-federal funds.'

Brunelle also defended Spychalski's salary and pay frequent and substantial pay raises.

In 2006 when Spychalski was fired hired he was paid $74,777
In 2007 he was paid $85,000
In 2008 he was paid $120,000
In 2009 he was paid $134,000
In 2010 he was paid $140,000
In 2011 he was paid $151,956

In less than 5 years, Spychalski's pay increased by $77,179.

There was the issue of the city council of Saratoga Springs not being allowed to set the salaries of Housing Authority but according to the Housing law the City Council has authority to approve salaries which explains why the Housing Authority stopped coming before the council for annual reviews.

Brunelle sheepishly claimed that Spychalski was doing three jobs.
According to Brunelle Spychalski was intially brought on to SSHA as a consultant from the Watervliet Housing Authority. Then Spychalski replaced Housing Authority Director Gerard Zebala in November of 2006.

What Brunelle couldn't answer (he didn't have a lot of answers) is which vehicles (three vehicles and an E-Z pass were in question) belonged to Spychalski himself and which belonged to the Housing Authority.

At one point during the meeting, bug specialists from Queensbury Kenneth Watkins and David Parkhurst got up and spoke about resolving the bed bug issue. They were intially called to Stonequist on December 5th, 2011 and personallyinspected only three units, #615, 517, and unit 502. They stressed the importance of treating adjacent rooms not just rooms that had evidence of bed bugs. Finance Commissioner Michele Madigan asked if Stonequist was bug free since there are still a total of 126 units that had not been inspected. Watkins and Parkurst said that they could not claim that Stonequist was bug free.

The bug specialists were asked if the treatment for bugs is safe and astonishingly Parkurst quipped, " We don't like to use the word safe." It was an unbelievably candid admission. Public Safety Commissioner Chris Mathiesen replied, "We like the word safe; safe is a good word."

Public Safety Commissioner then followed up by asking if residents would have to vacate the premises for any additional bed bug treatment in the future. Watkins said, "Yes, for four hours."

When Watkins and Parkurst were asked if they had spoken to Ed Spychalski Watkins said that he was unable to contact him on three separate occasions and Spychalski never returned any of his phone calls.

Bonding and Auditing:

Finance Commissioner Michele Madigan recommended a forensic audit. Accounts Commissioner Franck stated that hiring an outside CPA audit does not detect fraud.

John Franck said that the Saratoga Springs Housing Authority had paid off its bond in 2009. "You guys haven't been bonded in years," said Franck. Franck claims that because of the lack of bonding , the organization 'may cease to exist," said Franck.

Definition of forensic audit:

The application of accounting methods to the tracking and collection of forensic evidence, usually for investigation and prosecution of criminal acts such as embezzlement or fraud. Also called forensic accounting.

The End Justifies The Means:

In what may be considered a most strategic and Machiavellian move from Mayor Johnson since he was first elected to office is the appointment of citizen Al Callucci to the Saratoga Springs Housing Authority Board. After years of accosting almost every elected official for a job, I am glad to see him get appointed someplace.

Al Callucci is no stranger to city politics. I do admire his tenacity and have respect for his attending every city council meeting. However, he is well known for his tendency for being long winded and lecturing people. He becomes visibly annoyed if you or anyone attempts to get a word in edgewise. This trait will not bode well with low-income people who have a strong aversion to being lectured or told what to do. If Mr.Callucci thinks that he will be able to commandeer meetings and not allow other Board members to speak he is in for a rude awakening.

The other liability that Callucci will have to contend with is his association with what I and others at Citizen Nancy headquarters calls the ‘testicular evaporation club.’ I am speaking of none other than John Tighe, Phil Diamond, and Lou Schnieder, also known in my book as the Unholy Trinity.

Mr. Callucci would be wise to disengage from them as the association will not do him any favors once Stonequist residents figure out what they are really about. (Themselves)

Get over it. Call a couple of your girlfriends and go out for cheeseburgers and milkshakes, commisserate and move on!! I'm serious about the cheeseburger thing, you could really stand to gain at least ten pounds.

The New Rhetoric: Saratoga Style

I guess the Mayor of Saratoga Springs is finally feeling the heat and it's not from the Florida sunshine.

He intends to meet with the Housing Authority and tenants from Stonequist. Well, he's a little late to the party. In what I consider a rather catty and lawyer-esque type move, Mayor Johnson is having his meeting before Accounts Commissioner John Franck's meeting.

I commend John Franck's leadership and actual concern for Stonequist residents. I imagine John's meeting Tuesday evening at 7pm at City Hall will be well attended by just about everyone in the city of Saratoga. I imagine Mayor Johnson's meeting with residents to be very controlled and will be quite frankly, ceremonial.

In a conversation earlier today, I spoke with Code Enforcement officer Dan Cogan who confirmed that he first heard about the bed bug problem in the Summer of 2011 but it was only in two units in Jefferson Terrace and the problem was resolved immediately.

However, Cogan also confirmed that Stonequist resident Emily Commissa phoned him on September 26th, 2011. Teresa Grocki first called Cogan on October 4th, 2011. He called her back but was unable to reach her but he did recieve calls from Ms. Grocki and spoke to her on November 7th, 8th,9th, and 10th.

Dan Cogan followed up by making an appearance at Stonequist and speaking with Gerard Hawthorne, the maintenance person at Stonequist. According the Cogan, he said Hawthorne showed him what they were using to get rid of the problem. Cogan claims that he informed the Mayors office around this time via Therese Connolly, the Mayor's executive secretary. Cogan also claims that [Spychalski and the Housing Authority] "they did everything that was required of them by law."

I did call the Mayor's office today and asked Ms. Connolly to provide the date of when she was informed of a bed bug problem and when she informed Mayor Johnson of the problem. She said she would look into it and call me back. I have not heard back from her.

A Suggestion To City Hall From Citizen Nancy: I think Tuesday evenings meeting should be held in the Music Hall so the meeting can be comfortably accommodated by all those who will attend.

Once upon a time the Housing Authority used to make regular appearances at the city council meetings in Saratoga Springs. They used to just give updates and such to let the taxpayers know what was going on. The last time the Housing Authority did that was in April 2007.

I met with Accounts Commissioner John Franck today and the whole bed bug issue that was brought to light by Stonequist resident Teresa Grocki last month deeply disturbs him. John says he gets at least thirty phone calls a day regarding the bed bug issue and he has heard that some residents have been reduced to sleeping on the floor of their apartments rather than sleep on a bed bug infested mattress.

Citizen Nancy: How much authority and influence does the city council have in over who gets to be the Housing Director? I heard it was appointed by the Mayor.

John Franck: It is my understanding that Spychalski had been there for a number of years. He was originally with Watervliet housing authority, he left I don’t know on what terms. He came to Saratoga [Springs] basically ran maintenance and was very well liked and respected by the tenants, the board etc. Then Gerard Zabala who had been there for like fifteen or sixteen years as Housing Authority Director left. When Zabala was there he would come in quite often [before the city council] and give us an annual report of salaries. (Mayor Val Keehn appointed Ed Spychalski in November of 2006)

John Franck will hold a public workshop regarding the bed-bug issue on Tuesday January 31st at 7pm at City Hall. He has invited the Housing Authority Board. The public is strongly encouraged to attend.

Citizen Nancy: Have you heard any word on whether or not the Housing Authority Board will show up?

John Franck: I heard originally that Mr.Brunelle said to the paper [Saratogian] that he was coming. Then he sent me a letter saying he was not coming and was going to meet me in late March, then I received a phone call saying that I could meet with them at their place on February 9th, 14th or 22nd because it worked out better for them and was easier for residents [of Stonequist] to watch the meeting on television. And the Eric Weller (one of the board members could skype it because he is vacationing in Florida. Then I received an e-mail yesterday which was cc’d to the Mayor {Mayor Johnson is also vacationing in Florida} They should come. I can not subpoena them. {The Board feels that they should all be there but John doesn’t think all 5 Board members need to be at the meeting) With our without them I am holding the workshop.

After that workshop the council would like to set up another date that potentially corresponds with their date, that’s fine. I’m not going there; they’re coming to our place. In four days I’ve had four different responses so at this point I don’t know what they are going to do. I’m hoping they show.

Article 3, Title 47, Section 450 of the State Public Housing Law created the Saratoga Springs Housing Authority.

§ 450. Saratoga Springs Housing Authority. A municipal housing
authority, to be known as the Saratoga Springs Housing Authority, is
hereby created and established for the city of Saratoga Springs in the
county of Saratoga for the accomplishment of any or all of the purposes
specified in article eighteen of the constitution of the state of New
York. It shall constitute a body corporate and politic and consist of
five members. It shall have the powers and duties now or hereafter
conferred by this chapter upon municipal housing authorities. It shall
be organized in the manner prescribed by and subject to the provisions
of this chapter, and the authority, its members, officers and employees

or consultant services.

2. An authority may delegate to one or more of its agents or employees such powers or duties as it may deem proper.

3. A member of an authority may be compensated on a per diem basis at a rate to be fixed by the authority not to exceed in the aggregate two thousand dollars for a member and two thousand five hundred dollars for a chairman per annum and in addition shall be entitled to the necessary expenses including traveling expenses incurred in the discharge of his duties.

4. Every officer, agent or employee of an authority who shall sign the receipt upon the payroll of an authority as having received the amount therein mentioned in full payment for services rendered by him for the
entire time specified in such payroll or, in the event no payroll receipt is required by an authority, shall endorse a check in the amount shown upon such payroll and receive payment thereof, shall be deemed to
have made an accord and satisfaction of all claims against the authority for wages, salary or other compensation due to such person from the authority for the period covered by such payroll, unless at the time of signing such payroll or endorsing such check the person receiving such wages or salary shall write legibly on the payroll in connection with his receipt or on such check in connection with his endorsement that the amount received is received under protest, and unless such protest is so written upon such payroll or check, no recovery shall be had against the authority upon any further claim for wages, salaries or other
compensation for the period of time covered by such payroll.

Focusing On The Future: Saratoga Citizen

I attended the Saratoga Citizen meeting this evening at the public library. January 9th marked the fourth anniversary of Saratoga Citizen and tonights meeting was their 43rd public meeting.

Pat Kane, founder of Saratoga Citizen said that over the past four years he and other Saratoga Citizen supporters have had ample opportunity to collect data on how to run a city with a city-manager form of government. He has spoken to hundreds of people and has collected opinions as well as 2300 signatures for the Charter change in hopes of getting it on the ballot.

The petitions were rejected by the City Council last year but the Supreme Court instructed the council to certify the signatures.

The current dilemma that Saratoga Citizen is faced with is a document that says that the new form of government was supposed to change on January 1, 2012. Obviously charter change has yet to be on the ballot so the document needs to be modified.

Pat Kane is disapointed that there has been zero discussion regarding a discussion about changing the current Commission form of government but the council recently spent eighteen minutes discussing an abandoned cemetery on Cady Hill.

March 15th, a judge will decide whether or not the charter will be approved so the voters can decide whether or not they would like a new form of government. Pat Kane likens the scenario as, "Having a horse thats ready to run but we need to put him on the track."

32 Park Place: How Would You Like To Live Across The Street From This Monstrosity?

If you think this property is in Schnectady or Albany you would be mistaken. It's right here in the historical Saratoga Springs. This property located at 32 Park Place near Five Points has been abandoned for many years. This property as well as the equally abandoned homes at 65 and 69 Phila Street are owned by Helen ''I think they are beautiful just the way they are''Simpson. You will notice the gross pigeon shit on the dilapidated porch and the exposed wires and the yet to be disposed of garbage.Ugh.

How in the world can this go on in such an upstanding and respectable community like Saratoga Springs? The writing is on the wall kids, I hate to admit this but Saratoga is in decline. (yes I said it) Vacant store fronts on Broadway and even the Batchellor Mansion is for sale. (I called that one over a year ago) I am in a sense ringing the alarm to not only those in public office but to private citizens as well. We need to come up with an actual plan for the city of Saratoga Springs. We need to start thinking about what we want for ourselves and for our communtiy before we become like the run-down town Saratoga Springs was in the 1970's.

The Dangerous Game of Truth telling:

There are very few people I respect and admire. Admittedly I am cynic. Journalism isn’t about ‘warm and fuzzy.’ I prefer the term realist but whatever. I attended the city council meeting when Teresa Grocki exposed the problem of bed bugs at Stonequist last month. I admire her courage and so should you. I knew immediately it was a big story. But if you think it's a story about bed bugs; you are profoundly mistaken.

The world of low-income housing is literally like being in a parallel universe. In order to get into any of these federally funded buildings, you have to jump through many hoops only to be told that there is a waiting list that can take years for your name to be called. You have to subject yourself to a ten page long packet of very personal and confidential information that you have to fill out to their specifications and if you fuck it up by doing something as trivial as using the wrong color pen you will automatically be disqualified or your application can be ‘lost.’ Then, the Housing Authority sends you a form to update every year to see if you still qualify or are interested in being on the waiting list.

Housing Directors like Ed Spychalski are a dime a dozen, I don’t condone his behavior but he is tame compared to others. Bed bugs are nothing compared to what goes on in low-come housing in inner cities like where rape and murder in low income housing complexes are common. Drugs are common place in Jefferson and Vanderbilt Terrace. I have known people who have scammed the system because once you get in someplace like Jefferson Terrace no one checks to make sure you still have custody of your kids. The Housing Authority needs to be more pro-active on a number of issues. I could go on but I'm not going to do their job for them.
But the real underlying problem isn’t bed bugs, but the corruption of those who run and work in low-income facilities. The Mayor of Saratoga Springs appoints five of the seven Board members of the Housing Authority. Two of the members are residents of the building and are elected by other residents. What's the criteria to get on the Board of Directors. How often do they meet and what kind of connect if any do they have with the residents?

My issue with the middle and ruling class in this town isn’t because they've looked the other way when the Board of Directors continued to award Spychalski a pay raise almost every year since 2007, but for the fact they don’t look at all. I want to know how and why the Board of Directors increased Spychalski’s pay. I want to know what the actual conversation was. I also want to know what they got out of it. No one gives somebody that kind of pay increase unless they are getting something in return.

This bed bug issue pales in comparison with other tax payer funded entities like Family Court in Saratoga County where you can be falsely accused of molesting your child by an unscrupulous ex-spouse or CPS caseworker. False allegations have cost many people a loss of custody of their children. It happens all the time but no one polices the Family Court System here in Saratoga County. Why? Because it doesn’t affect the ruling class or Middle class. It only affects those who are poor and those who are unable to afford an attorney. This is another subject for another day, but my point is we cannot in good conscience allow others to run federally funded operations like low-income housing without holding these people accountable first to the tenants and to the public.

Teresa Grocki should be lauded for speaking truth to power. I find it outrageous that so many have shunned her and have falsely accused her of seeking fame by exposing this issue at that fateful city council meeting just one month ago. But as Citizen Nancy knows all too well, truth telling is a dangerous game. Ultimately her truth telling has exposed more than just bed bugs hiding in mattresses.

These properties below are located at 65 and 69 Phila Street have been abandoned for years. The owner,Helen Simpson thinks that there is nothing wrong with just abandoning them. I asked her if she thought that maybe the neighbors might think that they are unsightly.

She said it was a matter of opinion (true) but then she unbelievably claimed, "I think they are beautiful just the way they are." You can't make this stuff up folks.

Dan Cogan and Kevin Veitch: Saratoga Springs Code Enforcment Officers: Updated

A few days ago, I had the opportunity to sit down and talk with Code Enforcement Officers Dan Cogan and Kevin Veitch in City Hall.
Not surprisingly, ninety percent of the work that code enforcement officers do is complaint driven.

Veitch and Cogan have shut down many homes and apartments in Saratoga Springs and have taken many property owners to court.
But if you believe that the only work that code enforcement officers do is site violations for abandoned properties or discarded appliances you would be wrong.

The list of responsibilities for code enforcement officers is staggering. Their job includes but is not limited to Taxicabs and cab drivers. (They must inspect each cab and interview cabdrivers) They enforce rubbish, garbage and refuse. Handbills and posters, hotel and food establishments, noise, parades, trailer parks, bicycles, alarm systems, blasting and explosives, curfew, firearms, junk dealers, streets and sidewalks.

It seems like a lot of work for only two individuals. In 2009 the city of Saratoga Springs did away with Dan Cogan’s position because the council felt that the job could be handled by one person. Keep in mind that Cogan and Veitch have no full time staff member to help them out, they answer any and all calls themselves. Thankfully Dan Cogan’s position was reinstated last year.

One of Saratoga Springs most notorious abandoned properties was located in Geyser Crest at 58 Trottingham Lane. The home had been foreclosed on but the owners had left their dogs behind who subsequently destroyed the property much to the dismay of the neighbors. It had been abandoned for four and a half years and neighbors were up in arms over what they perceived to be non-compliance of the city’s code enforcement officers.

Once a home is foreclosed on the bank takes over the property and that’s where the games really begin. “It can take months to contact Bank management people,” said Cogan. When a property such as the one at 58 Trottingham Lane becomes so problematic it ends up costing the city taxpayers money when the bank chooses not to comply with code enforcement officers. The city had to pay to fill the pool in the backyard and pay for the windows to be boarded up and brush and overgrowth to be cut back.

Dan Cogan feels that the most important aspect to his job isn’t necessarily the abandoned homes but the ones that are occupied. “We’re not hot-to-trot on vacant properties,” said Cogan. There are 10,000 properties in the city of Saratoga Springs jurisdiction.

There are some notable vacant structures right in the heart of Saratoga Springs such as the two vacant structures located at 65 and 69 Phila Street. Both properties belong to Helen Simpson. She also owns the property at 32 Park Place (also vacant) near Five Points. The code enforcement office has taken Ms. Simpson to court over the 65-69 Phila Street property and had Ms. Simpson take off portions of the back of the structure that were not in compliance of the city code.

The properties at 65 and 69 Phila are currently for sale. I did have a brief chat with Ms. Simpson and when asked if she thought the properties were unsightly she responded by saying, "I think they look beautiful just the way they are," said Simpson. She concluded the conversation saying she felt uncomfortable answering any more questions.

Kevin Veitch said that the city of Saratoga Springs hopes to implement a VACANT STRUCTURE ORDINANCE soon as to discourage property owners from just abandoning properties.

Each property owner will have to register each property for a fee. The first year, the fee will be minimal, the second year will be a bit more and as the years go by the financial burden of the fees from having to register each property will hopefully encourage property owners to either refurbishing or selling the properties.

Public Safety Commissioner Chris Mathiesen Is All About Priorities: Updated

I met up with new Public Safety Commissioner Chris Mathiesen this afternoon at City Hall. Even though he has only been on the job for less than two weeks he seems focused on the job at hand and has his priorities in place.

The city of Saratoga Springs biggest issue at the moment is who will be providing Ambulance service to the city. Currently there is no revenue sharing or reimbursement to the Saratoga Springs Fire Department who are the first responders to any emergency call. Revenue is needed to offset the loss of the SAFER grant that expires this year. That will soon change. At 12pm tomorrow at City Hall in the city council room there will be a workshop regarding this issue and the public is encouraged to attend.

When I asked Mathiesen when the public could expect the issue of an earlier closing time for downtown bars, Mathiesen said the city will start with a 3am closing time instead of 2am. "4am is too late, and that is consistent with many municipalities," said Mathiesen. Mathiesen acknowledges that its not every downtown bar that has issues with overly inebriated and violent patrons. The 3am closing time will be used as 'a trial period and we will see how things go.' said Mathiesen.

The result from the problems that have tarnished the reputation of downtown Saratoga Springs bar scene have inevitably caused a financial burden on the entire city. "This is a terrible strain on our cities resources as well as the counties manpower. [Sometimes the Sheriff and State Police are used as backup for the Saratoga Springs police department.]

Mathiesen said he is also looking into the SLA [State Liquor Authority] and what everyones [bar owners and employees] responsibilities are. Also, there are no current plans to shut down Club Metro and according to Mathiesen, the Management and Owner of Club Metro are cooperating with the Police and Public Safety Office.

I will periodically check in with the Public Safety Commissioner as well as other council members. In the meantime Mathiesen said he welcomes the publics comments and suggestions regarding Public Safety issues. You can call, e-mail or write him a letter. The contact info is below.

Follow The Rules Of The Road

This post is for the all the pedestrians and cyclists who have been killed by motorists who failed to follow the rules of the road. I speak and write on their behalf because they are unable to. In recent light of all the fatalities in and around Saratoga County, we can pressure NYS DOT to reduce the speed limit but it doesn't change the fact that motorists are responsible for their own driving behavior.

Let's be honest and admit that most of us would fail a driving exam if we were randomly chosen to take such a test. I am still astounded at how many motorists continue to drive in the pouring rain without their headlights on.(It's a NEW YORK STATE LAW that you must have your lights on when your windshield wipers are on) It's clear that many motorists are either unaware of such a law or simply don't care about the safety of others. In any event we need to severly penalize those who fail to follow the rules of the road.

I am sick of seeing motorists drive on the shoulder of the road as if its a separate lane. The shoulder of the road is for pedestrians, cyclists and for disabled vehicles. Period. I am also tired of motorists who fail to use their directional signals. If its too labor intensive for you to signal than you should not be permitted to drive a vehicle.

Stop talking on your cell phone and stop texting while driving. It's unnecessary and dangerous.
Do you know what makes Route 9,Route 50 and Route 29 dangerous? Motorists. Motorists who are speeding, texting, lighting or smoking a cigarette and simply not paying attention.You are not required to multi-task when you are driving. You are expected to be aware of your surroundings which includes pedestrians and cyclists on the shoulder of the road.

Oh yeah, and another thing: Stop driving when you are drunk. It's not like you don't know it's against the law and even if it wasn't you know its wrong so stop doing it. Take your drivers manual out of your glove compartment and put it on your nightstand. Everynight before bed, read a few pages to familarize yourself with the rules of the road.

To those drivers with kids in the backseat who are acting up: PULL THE CAR OVER and tell your kids you will not continue driving until they are quiet. I was once stuck behind a distracted driver with kids literally jumping around in the backseat all the way from Schuyerville to Saratoga. She continally drove under the speed limit and would come to a stop at green lights. She refused to pull over and was oblivious to the hazard she and her children were creating for everyone else on the road.

Having a drivers license is NOT a right but a privilege and if one does not value it as they should than they shouldn't be allowed to have one.

Regarding teenage drivers: I have advocated for years that the age to drive a motor vehicle should be much higher and there needs to be much more stringent terms and conditions for teenage drivers. I think that if they have a job (only the more responsible teenagers have jobs) then they drive to and from work only. Don't want to work? Then you can't drive. See how it creates work ethic and responsiblity all at the same time? When they turn 20 they can drive wherever they want. Teenagers should continue to pay the highest insurance premiums since they are the most dangerous drivers.

All of these issues could be resolved if we had actual leaders running Albany. But, instead we have a bunch of career do-nothing politicians who like to keep things as they are.

New Street Signs By 2018

In 2007 a Federal Law was passed requiring every state, county, city and town in the United States to replace all street signs by the year 2018. They will be green with mixed cased white lettering like the one at the corner of Lake Avenue and Nelson Ave. (see below) and will be reflective so they can be seen during night time driving.

Some municipalities are selling the old street signs as a way to generate revenue and to give residents an opportunity to own a keepsake from their city or town. Let's hope Saratoga Springs strongly considers selling the old signs.

The Issue of Street Signs in Saratoga Springs

For the past few years the street signs around Saratoga have changed considerably. Some really nice street signs like the green metal ones with the white embossed letters made Saratoga look rather classy. Then, inexplicably they were replaced with the ugly brown and gold signs that I am starting to see more and more all over town. There needs to be some consistency folks. They should all look the same and they should look good. The White Street Sign at the corner of Clark Street looks like it was made by some 13 year old kid in shop class. NOT ACCEPTABLE! (see below)

The only Clark Street sign is at the end of Clark at Union Avenue. There is no Clark Street sign where it is needed most at the Five Points intersection where Clark Street turns into Jefferson Street at Lincoln Avenue. If you are a tourist and are looking for Clark Street sign you will be shit out of luck trying to find one.

The area where Spring Street Deli and Market is not marked with a sign indicating that you are in fact on Spring Street at Court Street. Just one small Court Street sign. One block away from Spring Street Deli, at Phila and Court Street there is a STOP sign that has been defaced and no street sign just a pole directly behind the STOP sign.

Then there is my ultimate pet peeve; the issue of duplicate street names that are confusing for the residents and especially delivery drivers. There is Mitchell Place which is between Marion Place and Nelson Avenue. Then there is Mitchell Street which is between East Avenue and starts awkwardly off of George Street if you turn onto George Street from Nelson Avenue. There is Crescent Street and Crescent Avenue. A Madison Street and Madison Avenue. It is very confusing and bad for public safety.

Lets say you have rented a house for the summer on Crescent Street. God forbid you should have some sort of emergency and need to call 911. The 911 operator asks you if its Crescent Avenue or Crescent Street and you aren't sure because you are having a stroke or heart attack. That's a lawsuit waiting to happen. We are already having Ambulance issue and we don't need to have additional liabilities for the city of Saratoga Springs.

In my opinion there should be NO duplicate street names. Period. We can involve the community of Saratoga in decidingwhat the street names should be. I believe they should be named after people who have contributed something to the city of Saratoga Springs. (Just think of all the in-fighting THAT subject would generate!) And think of all the Saratogians and wanna-be Saratogians who have never set foot at a city council meeting who will magically show up when this issue becomes an agenda item just to give their two-cents at the public comment period. Oh what blog fodder that would be kids!

I have made a call to Skip Scirocco's office and I hope to be meeting with him sometime within the next week or two so I will be following up on this issue. It's Time For Spychalski To Go!

In the four and half years since Teresa Grocki has lived in Stonequist Apartments this past holiday season was the first time that she did not attend the annual Christmas party in her building. “I didn’t feel like I was welcome,” said Grocki.

Indeed there has been much backlash towards Ms. Grocki since she exposed a bed-bug infestation problem at a Saratoga Springs city council meeting back in December. Ms. Grocki said there are residents of Stonequist who refuse to speak or ride the elevator with her.

I asked Ms. Grocki if she has spoken to Housing Authority Director Ed Spychalski since speaking out at the meeting. “He refuses to speak with me,” said Grocki.

Spychalski has been accused of not getting rid of the bed-bug problem when it was first brought to his attention by residents back in the summer of 2011.

The bed-bug issue might be the least of Spychalski’s worries in the ever growing laundry list of gripes against him. Another source who chooses to remain anonymous said Spychalski has a penchant for not returning tenant’s security deposits (If this is true he should be carted off to jail) and has on occasion had his maintenance workers do sub-contracting work at other buildings while on city time. He has also been accused of nepotism. (The Housing Authority oversees Stonequist, Jefferson and Vanderbilt Terrace and the Allen Drive Properties) There is also another issue of Spychalski allegedly not allowing auditors into one of the Housing Authorities buildings a few years ago.

Ms. Grocki was once very active within the Stonequist community. She was instrumental in helping other residents one of whom was diabetic when the building had a black-out during the Hurricane a few months ago. Last night was the first time since the bed-bug infestation that she has not had a fluorescent light on while she slept. “I’m just trying to get back to normal,” said Grocki.

The Issue of Code Enforcement in Saratoga Springs

I like Saratoga. I am proud to say that I grew up here. Like anywhere, Saratoga has its share of problems. Last month I met with Richard Wirth, our former Public Safety Commissioner and he told me that the two code enforcement officers do a good job.

I am not disputing the work of Kevin Veitch or Dan Cogan however there are many buildings/homes in Saratoga Springs that in

my opinion are not up to code. One example is the home at 11 Alger Street (see photos provided) on the West Side. As you can see from the photos that there is no front porch, and that the entire structure is clearly in disrepair. How can this be legal? How come code enforcement isn't all over this? If I were this persons neighbor I would be pitching a fit for sure. Other problem properties are located at 65 Phila Street and the building right next to it and the four dilapitated buildings that are on Lafayette Street which are in my opinion beyond repair. The properties on Phila Street have been vacant and boarded up for at least ten years.

These buildings are eyesores and decrease the property value of nearby homes. Remember kids, this is Saratoga not Schenectady. We are better than this.I encourage my readers to start writing letters and calling our elected officials and find out where they stand on this issue. I will be pounding the pavement taking photos of more examples of what I consider to be code violations. I welcome suggestions,photos and information regarding this issue.

Lastly, the Code Enforcement for the city falls under the Public Safety Department and not the Building Department. Perhaps this needs to change. We may need more code enforcment officers since there are currently only two. What say you my fellow Saratogians?

Thumbs Up For Front Street Deli in B-Spa

To call Ballston Spa Saratoga's red headed stepchild might be a bit too polite but I have always had a fondness for the Village of Ballston Spa. Since Citizen Nancy will be spending more time in B-Spa I vow to search out the best places to grab a bite to eat.

My new favorite place is the Front Street Deli and Pizzeria. It reminds me of Spring Street Deli in Saratoga Springs. The menu is similar as well. You can choose between the many sandwiches, burritos and pizza. There are many appetizers as well, chicken tenders, garlic balls, etc.

Front Street Deli is owned by Matt Hall and Chris Fignar. The very first thing that I noticed was how absolutely clean the place is. I come from a long line of Irish domestics so cleanliness is probably the most important thing to me. The staff is personable.

The best thing about the place is that the way the counter and kitchen are set up is that the customer sees everything that goes on in the kitchen. It was clean and the kitchen staff were sporting latex gloves as they prepared the orders. I have worked in enough kitchens to know that wearing latex gloves isn't usually done so I was impressed by this.

There are six tables of four and addtional seating in the windows up front. I will definitely be in there again. They are located at 39 Front Street across from the Medbery Inn and are open Monday-Saturday 8am-9pm and they deliver. 884-0456

St.Clements Neumann House has been officially closed now for two years. The building is currently being used by the St. Clements food pantry for the Christmas basket givaway next week. Public Safety Commissioner Richard Wirth

I sat down with Saratoga Springs Public Safety Commissioner Richard Wirth yesterday at City Hall. He recently lost his seat to local dentist to Chris Mathiesen.

“I loved working here,” said Wirth.

Had he been elected for another term Wirth intended on getting a lot more accomplished.

“I would have liked to see the Police Department and the Court system get a new location,” said Wirth. Wirth said he would have liked to have surveillance on Caroline Street and in other strategic areas throughout the city.

Regarding Caroline Street and closing the bars earlier: Wirth said it is important to know where the trouble areas are and they are primarily on Caroline Street. Wirth doesn’t think that closing the bars at 2am or even 3am will prevent accidents or bad behavior from happening. “[For law enforcement] knowing where the crowds are is most important,” said Wirth.

Wirth is also proud of his work in getting the notorious Club Shadow closed. Wirth said that the city is having similar difficulties with the METRO on Maple Avenue but thinks that the problems will be resolved through proper communication with the Management of the METRO.

In the course of my interview Mr. Wirth informed Citizen Nancy that Lt. Greg Veitch would be promoted to Assistant Chief of Police. (Citizen Nancy was the first to have that information) “By promoting Veitch to Assistant Chief, he will actually be getting a pay decrease and saving in overtime. His position will help the rest of the police department by bringing his expertise of investigative skills to the patrol officers. He will be able to educate them on the importance of having basic knowledge involving investigations,” said Wirth.

Wirth is currently conducting interviews for the position of Lieutenant

When asked if he thought that police officers were paid too much money he replied, “They deserve it,”

Wirth intends on resuming his job as a private investigator after he leaves office.

Citizen Nancy: Any advice for Chris Mathiesen?

“Try to be available when needed. Support the Police and Fire [Department] to the best of your ability,” said Wirth.

Wirth said he was most proud of his relationship with the State Police and County Sheriff. “They understood our [City of Saratoga Springs] needs,” said Wirth.

Wirth also makes a point of telling me that even though the jobs at City Hall are often touted as being ‘part time’ they are really a full time job. “I did this job 24/7,” said Wirth.

Bed Bugs, Parking Decks and Placement of the 911 Memorial! Oh My!

Joe Dalton who represented the 9/11 Memorial Commmittee this evening recommended High Rock Park for the placement of the 9/11 Sculpture.Problem solved kids!

The ever exhausting issue of parking and the proposed parking deck was discussed in the public comment period, Pat Kane, Bonnie Sellers and others were for the parking deck and a citizen named Justin who alledgedly has a Masters Degree in City Planning was opposed to the parking deck proposal.

Teresa Grocki a resident of Stonequist Apartments (public housing) on South Federal Street spoke emotionally of a serious bed bug infestation in the building during the public comment period. Ms.Grocki said that she has been living in her 400 square foot apartment in Stonequist for the past four and a half years. Lisa Vincent and David Wright also residents of Stonequist backed Ms. Grocki's claims of bed bugs.

Ms.Grocki has claimed that she tried to resolve this issue by going to Housing Authority and the Director Ed Spychalski but was unsuccessful. She also claims that she contacted the Board of Health. According to Ms. Grocki, she was told by Mr. Spychalski to not go to the press with this issue and allegedly told Ms. Grocki that it would cost $250-300K to eliminate the bed bugs from the entire building. Stonequist has 9 floors and has approximately 180 units.

Citizen Nancy did try calling the Housing Authority but the number on the website was not working but did e-mail Mr.Spychalski and will follow up on this dramatic story tomorrow.

Twelve years ago Vickie Neilen wanted to buy the property that is now East Side Deli and Pizzeria but former Giacone's owner Carrie Barber beat her to the punch. So it is somewhat serendipitous that she ended up owning the property at 223 Lake Avenue afterall.

"I love the location and the parking," said Vickie. Vickie's husband grew up on nearby Jumel Place.

Vickie opened last Wednesday at 4pm (citizen nancy was one of the first customers) and since then East Side Deli has been very busy.

They will sell addtional market items that people need and Vickie welcomes customer feedback and suggestions.

East Side Deli and Pizzeria's interior has gotten a major upgrade since its Giacone's days. The transformation is nothing less than remarkable.

East Side delivers within a four mile radius and is open every day. Starting in late December East Side Deli will begin serving egg sandwiches and other breakfast items and will be opening at 7am instead of the current 10am opening.

All of the desserts and salads are made there. The other focus is selling products that are produced locally. "Help local people and they'll help you," said Neilen.

East Side Deli and Pizzeria Is Now Open For Business

Yesterday afternoon was the Grand Opening of the East Side Deli and Pizzeria, formally Giacone's at 223 Lake Avenue. It was a rather quiet opening but I did stop in for a slice of Broccoli and Garlic pizza which was rather good and cost less than $2.

In addition to the standard pizza and sandwich items on their menu they also have hot dogs and cheeseburgers and fries. They have traditional chicken wings and boneless. I will give this place a more proper review when I order their double cheeseburger and fries soon. Citizen Nancy is rather particular about such things. For Those Of You Who Don't Know

I have washed my hands of John Tighe and no longer read his blog. For the past two years he has committed libel against me and many others in the community. I guess, for himself and the infantile 'men' he considers his friends find this sort of thing amusing.

I appreciate the phone calls and e-mails to me warning me of his hate-mongering but I have been aware of it for sometime now. I and others have tried to reason with him but that has been like trying to reason with a two year old who is hell bent on having another cookie when what he really needs is an afternoon nap.

Also, I want to let those of you who are not Catholic know that as much as John claims he is Catholic, let me tell you he is not. Just because one attends Mass does not mean you are 'religious.' I can only hope that the good people over at St. Peter's where John attends Mass has the good sense to excommunicate him. He is a poor example of a Catholic and its individuals like him who give the Catholic Church a bad name. John behaves as if he is possessed by demons but unfortunately for him the Catholic Church no longer perform exorcisms. (That's all they would be doing and there just isn't time)

There was a time when I thought John was a decent person and considered him a friend but I no longer have such illusions. As a true Catholic I pray for the sick to get well. What Does It Mean To Be An Educated Person?

Education both formal and informal is critically important no matter who you are, where you came from or where you intend ongoing.
Over the course of my forty-three years of living I have at times considered myself to be uneducated, self-educated and educated at various stages in my life.

I have always read books for pleasure but have encountered many seemingly intelligent individuals who have asked me why I was reading a book if I wasn’t in school or taking a class and being graded on it. I am still astonished that so many Americans don’t read for pleasure and perceive reading as a labor-intensive activity that should be avoided whenever possible.

Martha Nussbaum’s Educated Person stresses the importance and the ability to think critically and to embrace true diversity. Unfortunately in today’s society the word diversity which is supposed to mean many different kinds of people expressing many different viewpoints based on education and life experience has simply become many different kinds of people expressing the same narrow minded view point and demonizing those who are offer an opposing viewpoint.

I believe the word ‘diversity’ is something that both the Democratic Party and the elitists who run the world of Academia have hijacked for their own agenda and to discourage any form of healthy dissention. Anyone who dissents is inevitably called a racist, or some such character, or reputation and career destroying name.

Due to the distractions of celebrity obsession, television watching, tabloid journalism, mass media and compulsive consumerism, Americans are routinely discouraged from self-reflection and are truly unable to examine themselves that would be both beneficial and meaningful. We have become obedient disciples of the consumer driven culture that we live in.

Formal education still has social currency and those who are credentialed in our society undoubtedly enjoy the luxury of having more doors opened for them because of said education. However, I have met many formally educated people who have graduated from some of the best schools in the nation who don’t seem to be all that intelligent and more often than not do not have the life skills and coping skills that are required of the less sophisticated working-class masses.

I believe everyone who has the opportunity to be formally educated has an obligation to help those less fortunate. We all have something to contribute to society whether we are educated or not.

There was a time in America, that the only people who were formally educated were rich white males. Thankfully our culture has changed but the sense of entitlement of the ruling class has not. That is why everyone who is able to attend college or university should do so. If it were not for financial aid I would not have access to higher education. Without programs like financial aid, I would not be able to attend college and get my degree.

American culture places a lot of importance on education as yet another status symbol to prove ones worth in society, however I wish the culture would place as much emphasis on decency and appropriate behavior. It’s clear that as a culture of people we have lost our way. Judging by the recent ‘record breaking’ Black Friday sales this past Thanksgiving, Americans show little interest in exhibiting personal integrity and moral behavior that is conducive to true holiday spirit.

Americans seem more concerned with getting a new television set or video game than being stand-up citizens in their own communities. Americans used to take pride in helping their fellow Americans but now seem to have no shame in being apathetic towards their fellow Americans.

I do wish to further educate myself but not at the expense of my personal integrity. I am not willing to compromise my conservative working-class values in order to go along with a liberal agenda that is so prevalent in the Academic world. If I have to I will drop out of school if I am expected to agree with my liberal instructors as a requirement to get a better grade. I realize the dilemma that so many white working-class students like myself, are faced with in the Academic world. Go along and get good grades or challenge the current system and risk losing financial aid and any chance for scholarships. I am willing to take the risk. I know I am not the only one.

Steve Jobs, and Bill Gates are just two examples of many who chose to drop out of college so they could pursue their destiny. It is up to each individual, regardless of their social station in life to pursue their own destiny on their own terms.

As my classmates and I discussed in the Educated Person workshop, educated people are not always the most intelligent and the most intelligent people are not always the most educated. If one is both intelligent and educated you come away with the understanding that learning is an ongoing life long process and the most interesting people are the ones who have an insatiable curiosity about things and have the capacity to appreciate the beauty and the ugliness of the human condition.

Men have participated in the most evil and abhorrent behavior since the beginning of time. When they are caught, like any sick individual, they minimize and/or deny any wrong doing. Sociopathic men will lie and deny and look for others to blame (usually women) for their disgusting behavior.

The case of Jerry Sandusky isn't all that surprising and the fact that MANY OTHER MEN pretended not to notice Sandusky's inappropriate behavior is very telling as well.

MEN HAVE ALWAYS PROTECTED ONE ANOTHER BECAUSE TURNING ANOTHER MAN IN, THEY WOULD HAVE TO CONTEND WITH THEIR OWN SKELETONS IN THE CLOSET.(something men aren't willing to do)

Over the course of my life I have known many men that have told me that they suffered sexual abuse as a child. Was the perpetrator a woman? No. They were abused by men. No wonder so many male people seem downright uncomfortable being men or simply don't know what it means to be a responsible adult man.

It explains a lot about the behavior of so many men. Think of all the men who have been accused of domestic violence, sexual harassment, rape etc and just inappropriate behavior in general. and its almost mathematical certainty that he is 'acting out' what was done to him as a child.

What makes these situations worse is that because of the patriarchal culture we live in many male abusers have gotten a free pass, so the anti-social behavior continues and escalates. Men who abuse women and children will lie and manipulate others into believing otherwise and they are often convincing.

Jerry Sandusky describes his raping a ten year old, as 'horsing around.' How comforting. Any 'normal' person would be visibly upset and angry at being accused of such an outrageous allegation. But to the soul-less sick individual will smile in your face and lie like its no big deal.

Regardless of your gender your brain is the 'command center' for decision making. If you think that touching a child in a sexual way in any circumstances is okay then you are mentally ill and you must be imprisoned for the rest of your nature life.

Citizen Nancy doesn't believe in castration because what it implies is that the 'problem' with men is their genitalia. If that were true than ALL MEN WOULD BE RAPISTS AND CHILD MOLESTERS and that simply isn't true.

As a society we have to stop giving men who behave inappropriately, a free pass regardless of what their social status is in the community simply because they are men. Child molesters are MENTALLY ILL and should never see the light of day. They are like a cancer that spreads rapidly through every community. The pain and anguish they cause can take a lifetime to heal.

If Americans had the same fervor that they reserve for faux holidays like Black Friday and directed it at our government that continues to exploit and undermine our free will, America might still be worth defending.

I am continually astonished and disappointed at the behavior of the majority of the black Friday shoppers. Every year the behavior of the "Black Friday" consumers becomes more outrageous and anti-social and.......acceptable.

Our government 'big brother' is most certainly taking notes on how to further control, manipulate and to shorten the ever decreasing attention span of the american sheople.

If stampeding and pepper-spraying your fellow americans becomes normalcy imagine the control corporate america and our government will have within the next ten or twenty years. It is scary and I am genuinely disturbed by what my fellow american counter parts consider important and what they choose to not pay attention to is also telling.

There is still time (barely) to take a stand and take your country back. Each individual has to change their behavior. American's have a lot of bad habits to work out. Changing our diet should be number one on the list. Reduce and limit your consumption of processed foods. You should also take an interest in participating in your government by attending city council meetings even if its to just sit and listen to how your money is being spent.

Focus more on family and true friends and stop participating in false holidays that have been invented by corporate america/government to keep you enslaved by debt thus making it easier to further control you.

Study the French Revolution. Whether you agree with the Revolution or not is irrelevant.

Although I do not agree with every aspect of the French Revolution myself it is a brilliant study of how the masses of people like you and I (called the THIRD ESTATE) can revolt as they did against the nobility and clergy to take control of the government that was literally starving them to death.

Thousands of 'peasants' (people who work for a living) marched from Paris to nearby Versaille (12 miles away) and captured King Louis XVI and Marie Antoinette and imprisoned them until they were ultimately killed via the Guillutine. Much of the crowd was comprised of angry women, yes, women (imagine that) who were fed up with the ruling class' extravagance and indifference to the starving masses. These women killed the guards and placed their heads on a spike.

It is not a coincidence that todays americans are lulled into complacency by television, advertisements for prescription medications and are bombarded by ads for alcoholic beverages. If the french peasants had such distractions there NEVER WOULD HAVE BEEN A REVOLUTION. Our government is completely aware of this, that is why it endorses and encourages television watching, and drug/alcohol consumption. Do you not make the connection my fellow citizen's?

Not saying I believe in cutting peoples heads off because I do not. The French Revolution is still however a powerful study in what can happen if you are willing to preserve your dignity and self-respect (something the government has been trying to take away from you along with the money in your checking account) You should not allow yourselves to be distracted and corrupted by compulsive television watching and consumerism. (the tv is corporate america's tool to bombard and brainwash you into 'needing' new stuff.)

I am no longer manipulated and insulted by the pharmaceutical industry telling me I need drugs. The fact that so many americans just accept this arrangement is a sad commentary on ourselves and belittles us as a nation. (I haven't watched t.v. in 2 years)

My fellow americans, you must take a stand and resist government control or accept the fact that you no longer have free will (something that the government has systematically been taking away from you anyway)

I implore my fellow Saratogians, and American's to wake up from this terrible ongoing nightmare and lets discuss strategy. Viva Revolution.

A word from Citizen Nancy: This article was originally slated for publication in Eco-Local Living Magazine but there was not enough room for it unfortunately. The idea of community;giving and what the holidays really mean is important subject matter.It often goes ignored in the face of compulsive consumerism and the entertainment obsessed culture we live in.

Like many people who are fortunate to be from the Saratoga area, I feel blessed and highly favored to live in such a safe, beautiful, and culturally rich and historic community. We have surpassed being a summer resort town in so many ways.

We are the envy of many and rightly so. However; what is also great about Saratoga is the wonderful non-profits that continually and consistently help those in need.

St. Clements Food Pantry in Saratoga will give out over 125 Food Baskets this Christmas Season to those less fortunate. In 2009 they gave out 40 food baskets and in 2010 they gave out 75 Food Baskets for the Holidays. Lisa Kent, the outreach worker at St. Clements said that ‘food pantry use has spiked in the past two months.’

St. Clements serves about 110 families per week. Some families come in just for the Food Pantry, others need financial assistance and some need both. “We are so fortunate to have generous donors who respond not only at the Holidays, but to every “emergency” appeal, and on a regular basis - day in and day out all year long. We are blessed!” said Kent.

Dottie Sellers of the Saratoga E.O.C. said that they serve approximately 325-350 families every month at their food pantry and will give away 800 Food Baskets this Holiday season.

The Franklin Community Center also has a food pantry in addition to having a distribution center where people can get a voucher to shop for second hand clothing twice a month. The number of clients using such services has increased this past year according to Debbie Martin of Franklin Community Center.

Donations are always welcome at these places and others. The most asked for items in addition to food items are toiletries with cannot be purchased with food stamps. Toilet paper and laundry detergent are the most asked for items at the St. Clements food pantry. Diapers and wipes are also frequently requested items. During the summer at the Franklin Community Center Farmers bring in fresh veggies and according to Dottie Sellers, ‘it’s what draws people to us.’

St. Clements has their own community garden and clients are free to take as much produce as they want. Below is a list of some local non-profits to donate to. Please call for hours of operation and for those wishing to receive services from these places please bring Photo I.D. and proof of address. Have a wonderful and blessed Holiday Season.

I will be helping rebuild parts of Northern Ireland with a group called Volunteers In Mission. The work I will be doing is painting and various other projects with many other dedicated volunteers.

If Mayor Johnson is afraid of an unfunded liability he should probably look in his own back yard. His latest mailer criticizes Wilke's $-21.7 Million net assets loss for PERMA which oversees 400 municipalities.

In Saratoga Springs, Johnson has an unfunded liability of almost $105 Million. He doesn't mention that fact in his latest flyer that landed in most Saratogian's mailboxes this past weekend. Johnson only has one municipality to worry about.

I am also amazed at the fact that Johnson who supposedly doesn't read blogs had to have gotten his info from John Tighe's Saratoga In Decline blog. Yes, I know that blogs are the future and bloggers can be much more influential that mainstream reporters. But the numbers on Johnson's latest flyer do not distract this blogger from the fact that this is a thinly disguised smear campaign against Brent Wilkes. DPW Workers Fail Drug Test

According to an anonymous source many DPW workers have failed repeated drug tests this past week. According to the city contract if you fail two drug tests you are automatically terminated.

It is said that $25,000 dollars in tax money is paid to administer drug testing each year.

According to my source Skip Scirocco has no intention of terminating those who failed the test. What is the point of having employees take drug test if nothing will be done about those who break the rules and fail the test? And what a waste of taxpayer money!

Interview With Brent Wilkes (2nd Interview)

I met with Brent Wilkes today at the Saratoga Springs Public Library. This is my second interview with him. Wilkes said the most frustrating thing about City Hall right now is the lack of openness. "Some of the stuff[financial info] should be online. Why do you have to work so hard to get information?" said Wilkes.

We talk about last weeks League of Women Voters candidate meeting at the High School. Wilkes thought the format could have been better and wished there had been more interchange between those on the forum. "I think I did as well as I can do under that forum," said Wilkes. Wilkes was also disappointed by the fact that there are 18,000 registered voters in Saratoga and only 150 people turned up at the debate. "It's a shame it's not more engaged," said Wilkes.

We also talked about the ridiculous questions presented at the debate and almost none of the questions were pointed ones. In fact, the first 'question' asked of Wilkes was a rambling,nonsensical,incoherent four part question that even audience members hand trouble making sense of. Wilkes likes the idea of one word topics written on cards; like 'charter change'. "That's how you prepare for debates and would benefit both candidates," said Wilkes.

As for the allegations on John Tighe's blog that Brent paid himself $6 million isn't really so. As for a loss in revenue each year, only partly true. Wilkes' company Northeast Association Management, Inc. in which PERMA (Public Employment Risk Management Association)is merely a client has lost money in the past two or three years. Wilkes himself admits this, however in 2007 NYS passed a workers comp. reform act. "The bottom line is that the reform has been ineffective. Benefits to claimants has risen dramatically," said Wilkes. According to Wilkes it has risen 84%. "PERMA has a plan to cover the operating deficiencies. It's their money," said Wilkes. Wilkes said every year that PERMA has been audited that they have gotten a 'clean opinion.' "[PERMA] is one of the best providers of coverage in the state of New York," claims Wilkes.

On the subject contributing to charities and non-profits in Saratoga Springs, Wilkes has given money to E.O.C, Franklin Community Center and the Shelters of Saratoga. He also contributes to his Church: The Unitarian Universalist on North Broadway where he served as President of the Board of Directors from 2008-2010.

Regarding Saratoga Springs: "I would not want to live anywhere else. There is not a nicer downtown anywhere in the country," said Wilkes. As for only living in Saratoga for five years, Brent sets me straight by asking me a question: "What do the names Trask, Travers, Canfield have in common?" I say that they have made contributions to the community of Saratoga. "They all come from somewhere else," said Wilkes. Point respectfully taken.

I asked him if he has asked Mayor Johnson for a debate. "I have not done it directly," said Wilkes. Wilkes is open to the idea of just Johnson and him debating and thinks that the Community Room in the library would be an appropriate location. "Its centrally located, well lit, and comfortable," said Wilkes.

Wilkes has been canvassing door-to door throughout Saratoga Springs including Geyser Crest. Of 200 people he has personally talked to 'maybe three are ardent supporters of Johnson,' said Wilkes. According to Wilkes Saratogian's have been been very supportive and responsive to his message and campaign literature. Wilkes realizes people are busy and he has only about twenty seconds to make an impression when going door to door. "They are cooking dinner or watching a football game and raking leaves," said Wilkes.

Wilkes claims that the PBA did not endorse him because he refused to promise to rehire 7 police officers. "I couldn't make that promise to them."

If being a teenager wasn't awkward enough, technology has made it easier to make a complete fool out of yourself and others. Teenage years are where you try to figure out who you are and where you belong in the world. I would be a liar if I said things are that different after high school but life does get easier. If you can survive the insanity of high school you can pretty much survive most anything.

Sending nude pictures of yourself to someone you find attractive might seem like a good idea at the time you press the send button. But if you have a falling out with the person you sent them to, then a serious shit storm is soon to follow.

It's all rather innocuous on the surface but if you are the girl that is sexually harassed as a result of some sexting than your life (in high school) will have very negative consequences.

Even though this is the 21st Century, many males are still very afraid of girls/women who are or who appear to be sexually confident. This is the most consistent thing about any culture. Females have historically been shamed, alienated, gossiped about if they appeared too sexual. Men/boys still want women to be sexual as long as its on THEIR terms, and when its not, that's when the games begin! (Males have always tried to control female sexual behavior and without much success)

I wish that men/boys would be confident enough about themselves and their own sexuality so they wouldn't feel the need to CONTROL and MANIPULATE women/girls.

So for all you males who are have nothing better to do but call women who appear to be sexually confident derogatory names; grow up. Maybe she just isn't that into you. Go find someone who is.

For all you parents who are blaming the girls and not boys for sexting; gimme a break. Parenting tip: If your child can't use their own cell phone responsibly than you need to be your child's PARENT (not their friend) and TAKE THE PHONE AWAY!!!

Last Nights Candidate Meeting at Saratoga Springs High School

Last nights political candidate meeting was attended by anyone who is anyone in Saratoga.

It’s the sort of meeting that you would be wise to attend if you just blew into town and wanted to know who pulled the strings in Saratoga Springs.

The meeting was hosted by the League of Women Voters. The presentation from the moderator Anne Krill was certainly more polished than the one held two years ago.

Anyone who attended the forum two years ago will remember that there was only one microphone to be had and each candidate awkwardly had to hand to one another.

The elected officials who are running unopposed stood up at the podium and graciously thanked the League of Women Voters and their constituents for their continued support.

John Franck, Accounts Commissioner started off the evening by thanking everyone in Saratoga Springs and the League of Women Voters. Of all the elected officials in Saratoga, Franck stands out as being the most polished and is a great public speaker. He thanked his staff and his former deputy Michele Boxley and what Franck called his ‘Core Four.’ The Core Four being his loyal mentors and advisers: Former Mayor Ray Watkins, Thomas McTygue, Gordon Boyd, and Hank Kucyznski.

Joanne Yepsen, Saratoga County Supervisor said she got involved in politics because she wanted to ensure that ‘people were included in the governmental process.’ She also said that constituents should ‘demand more from your elected officials.’

Skip Scirocco was next and he went on about how he has worked for the city for over 30 years and the projects that were completed on his watch but I think I must have nodded off because I can’t think of one thing he has actually done in office. Oh wait, he did lock Betty French out of her office and disconnected her phone; and placed a war memorial monument in Congress Park without council approval. Just sayin.

Supervisor Matt Veitch took credit for advocating for the seven miles of walking trails throughout Saratoga County and wants to tap Albany for some mandate relief.

Then the evening began by Mayoral Candidate Brent Wilkes chastising his opponent Mayor Johnson.

“Scott Johnson does not listen, does not have plan, and does not lead. It’s time for a change,” said Wilkes.

Wilkes claimed that while going door to door, voters are ‘clamoring for change.’
Mayor Johnson said, ‘The previous council members were the subject of embarrassment’ and that ‘I’ve restored order and civility.’ Johnson also takes credit for negotiating ‘fair and affordable contracts.’

Public Safety candidate Chris Mathiesen said the council should be ‘working together for a safe and vibrant city.’ He added that Saratoga needs to be ‘safe city in order to be a vibrant city.’

Finance Commissioner Ken Ivins claimed that Saratoga Springs is in better fiscal shape than it was two years ago. “I had to make decisions that were not always popular but I still provided essential services,” said Ivins. Ivins said that he has a proven track record of protecting the taxpayers interests.

Michele Madigan, Candidate for Finance Commissioner was critical about the lack of vision in Saratoga. “There is no long term financial plan. For the past fifty years we have needed a new police department. It’s a dungeon; I wouldn’t want to work there.”

Wilkes then chimed in with this gem: “If you’ve ever seen the cell block at the police department, all that’s missing is James Arness from Gunsmoke. You don’t need to be reminded that it was built in 1870. When are we going to replace these buildings?”

Regarding Charter Change: Wilkes claims that Johnson has denied voters the opportunity to decide for themselves calling it ‘voter suppression.’

Johnson accused those in favor of Charter Change ‘propaganda.’ Matheisen said the current form of government is ‘not an appropriate form of government for Saratoga or most municipalities.’

Public Safety Commissioner Richard Wirth admitted that our current form of government could be ‘tweaked’ but does not like the idea of ‘total overhaul.’

Ivins stated, ‘I did vote to put it on the ballot.’ Madigan said that denying 2300 people who signed the petition for charter change was ‘voter suppression.’
Wilkes biggest criticism of Mayor Johnson was his style of handling conflict.

“Johnson’s idea of conflict resolution is litigation.” Johnson then accused Wilkes of ‘not being able to read data or a budget.’ Wilkes fired back with ‘It’s hard to read anything when you are denied access to the data.”

Regarding Human Resources:

Wilkes claims that 80% of what goes on in City Hall is Human Resources related and that a good Human Resources Department will improve the city of Saratoga Springs ability to function properly.
